Our Team

The Government of Sindh has established a central PPP Unit in the Finance Department to assist the PPP Policy Board in promotion and development of Public-Private Partnerships in the Province. Besides, the PPP Unit assist government agencies in liaison with consultants, overall procurement process and execution of projects to be undertaken in PPP mode.


PPP Unit now comprises professional staff headed by Director General (DG) PPP Unit. Key functionaries are:


Senior Team Members

Mr. Khalid Mehmood Shaikh (Director General)


Mr. Khalid Mehmood Shaikh was a member of the founding team of the Sindh PPP Unit where he developed legislative, institutional and legal framework. He also played an integral role in the creation of the PDF and VGF funds for PPP initiatives. He currently holds the charge of Director General of both the PPP unit and is also the Managing Director of Karachi Water & Sewerage Board.

Mr. Khalid has also served as Director General of the Karachi Neighborhood Improvement Program (KNIP) and was also associated with Karachi Municipal Corporation as its Financial Advisor. Moreover, he has also worked with City District Government Karachi (CDGK) for more than a decade.

Mr. Khalid has a MSC in Finance from The University of Manchester and also holds a M.A. in Economics from University of Sindh. He is a career bureaucrat.

Mrs. Safia Aamir Isran Director (Admn & HR)


Mrs. Safia Aamir Isran is serving as Director (Admn & HR) w.e.f 28th December 2018. She has 14 years service experience after passing Provincial Competitive Service Examination in 2003-04 through Sindh Public Service Commission and joined Sindh Government in January 2005. She has worked in SGA&CD, Women Development Department; Finance Department and in two districts i-e Tando Muhammad Khan & Jamshoro.

In Finance Department, She has served as Program Officer (Fund Management House) for three years where she managed investment of Pension, GP Fund, Sindh Social Relief Funds etc of Sindh Government through investment in TDR, Treasury Bills & PIBs. She also work on World Bank funded "Sindh Public Sector Management Reform Project" with an objective to strengthen public sector performance in the Province of Sindh through improved revenue generation and expenditure management to boost up economic development and bring efficiency in the service delivery.

Mr. Ali Sibtain (Director)


Mr. Ali Sibtain is serving as Director Finance, with six years of direct experience in infrastructure finance at the PPP Unit. He is experienced in developing pipeline of projects, structuring and executing infrastructure projects as well as management and service contracts. He has worked on an Asian Development Bank (ADB) led enhancement program for PPPs.

Mr. Sibtain has had previous experience in equity markets research dealing with institutional, high net worth and international clients. In fund management with management of AUMS over 100 million and corporate finance where he was involved in restructuring of distressed companies, re-profiling of debt, and broadening scope of financial services of domestic clients.

Mr. Sibtain has a BA Accounting & Economics and MSc International Securities and Investment Banking from University of Reading, UK and is under process of attaining his LLB from University of London, Distance Learning Programme.

Mr. Fahad Ansari (Director)


Mr. Fahad joined the Public Private Partnership (PPP) Unit in 2011 and has over 13 years experience, mainly with financial institutions, power distribution/generation company and public sector.

Prior to joining PPP Unit, he served as Manager Treasury & Corporate Services at the KE formerly Karachi Electric, a vertically integrated power company that saw a successful turnaround from losses to sustained profitability. He had been involved in managing & arranging working capital lines from financial institutions and project financing for 560MW Bin Qasim & 220MW Korangi Thermal Power Station. Previously he worked with the Royal Bank of Scotland and HSBC, Manchester (UK).

Mr. Fahad holds an MBA from Manchester Metropolitan University, UK and BSc (HONS) from University of Portsmouth, UK.

Mr. Muhammad Danish (Director - Finance)


Muhammad Danish is a seasoned investment professional. He joined PPP Unit Sindh in August 2015 as Director - Finance. With over 13 years of experience in capital markets and financial services sector, he brings with him a diversified experience of investment research and evaluation, PPPs deal structuring, project finance advisory, and business strategy & planning with a proven track record of delivering consistent strong result.

Prior to working in PPP Unit Sindh, he has been affiliated with esteemed organizations including Arif Habib Group, House of Habib and PICIC Asset Management. Danish is a fellow member of ACCA UK, candidate of Level 3 of CFA Institute and has passed Preparation Exam (Level 2) of CP3P® from APMG International.

Mr. Zain Fawzi (Director - Finance)


Mr. Zain Fawzi serves as Director Finance and brings with him a wealth of experience spanning over 16 years working with various renowned business enterprises including Telecom, Private Equity, and Public Private Partnerships. Since joining PPP Unit, he has been involved in managing various Projects related to Road Infrastructure, Education & Literacy, Information Technology, and spearhead PPP Reform & Development Project with Asian Development Bank and World Bank Group.

Mr. Fawzi is a seasoned professional with a successful track record and prior to joining PPP Unit, he worked as CFO for Deokjae Group (HMDC Project which is the First Successful Public Private Partnership Project of Government of Sindh), JS Private Equity Investment Companies, and Relacom Pakistan a subsidiary of Relacom AB Sweden.

He hold a Master's Degree in Economics and is associated with Institute of Cost and Management Accountants of Pakistan.

Mir Yahya Ismail (Director - Finance)


Mir Yahya Ismail has over 5 years of experience in the energy sector across South Asia, Middle East and North America. Before joining the PPP Unit, Mir worked as Commercial Manager, Corporate Strategy & Business Development at K-Electric Limited (Pakistan) and was actively involved in the development of financial and tariff models, legal and financial structuring of power projects, including negotiation of project documents, and financing agreements.

While studying at Columbia University, he worked on a consultancy project with TransCanada on Ravenswood Power Complex located in Queens, NY. He also assisted FRV, Dubai with their solar projects in Pakistan, Algeria, Iran, and Saudi Arabia. He has also worked as a consultant with a small boutique firm, Energea Structura (Mexico), on their power sector projects with solar, and wind project developers. He also helped the team develop business cases to capitalize on opportunities in the newly reformed energy market. For his Capstone project at Columbia University, he worked with Meridiam Capital, a PE firm, in identifying opportunities in the North American power market.

He is a certified Energy Risk Professional (GARP, USA) and a CFA Level 3 Candidate (CFAI, USA). He also has a Masters degree in Global Energy Policy from Columbia University, specializing in Energy Project Finance.

Mr. Yasir Mumtaz Khokhar (Director - Finance)


Mr. Yasir Mumtaz is a young experienced professional with successful career developed in Finance and Banking. Presently he is working as Director Finance in the PPP Unit. He looks after PPP Projects in various sectors including Mass Transit, Infrastructure Development, Roads, Tourism, Education and Health.

Mr. Mumtaz is an MBA- Finance from SZABIST Karachi and started his banking career as Management Trainee Officer. He has received eighteen-month banking training in National Institute of Banking and Finance (NIBAF). During his ten-year banking career he has worked with various banks in Pakistan and holds experience in the area of Investment, Corporate and Commercial Assets. He has also been privileged to work with the largest bank in the world i.e. Industrial and Commercial Bank of China (ICBC).

Mr. Abrar Khan (Director - Legal)


Abrar M. Khan has a LL.M, Diploma (Corporate Law) from Institute of Business Administration (IBA), Karachi. Before joining the PPP Unit in February, 2017, Mr. Khan was a partner and Head Corporate at Ahmed & Qazi, Advocates & Legal Consultants. Mr. Khan has worked for more than eleven years at Ahmed & Qazi and has extensive experience of handling corporate law matters. Mr. Khan has independently handled many corporate and commercial transactions including those involving acquisitions, restructuring, and debt to asset swap. He has also worked on many large and complex transactions involving Islamic mode of finance including advisory role to Government of Pakistan on the intended privatization of one of the largest state owned electricity Distribution Company based at Hyderabad and also a state owned coal power Generation Company based at Lakhra.

Besides that, Mr. Khan also advised Ministry of Finance, External Finance Division, on various GoP Ijara Sukuk Transactions including very complex transactions. Ever since Mr. Khan has joined PPP Unit, he has been actively involved in almost all PPP transactions and is a valuable resource for PPP Unit.

Mr. M. Ali Memon (Deputy Director - Technical)


Mr. Muhammad Ali Memon joined the PPP Unit in April 2015 as Deputy Director (Technical). He graduated from Mehran University of Engineering and Technology in 1990. He started his career from Sardar Ashraf D. Baloch as Site Engineer and thereafter joined as Assistant Executive Engineer in Works and Services Department, GoS in 1993.

He has worked as Consultant Civil Engineer in ADB assisted project "Sindh Rural Development Project" under local government department. He has also worked as Project Engineer in another ADB assisted project of P&D Department namely "Sindh Coastal Community Development Project" where he was looking after the procurement of all civil works which consists of road, bridges, schools, and water supply schemes along with its top supervision.

Engr. Muhammad Sajjad Hussain Gilal (Director - Technical)


Mr. Muhammad Sajjad Hussain Gilal has been a team member of the PPP Unit since May 2015. He has a Bachelor's Degree in Civil Engineering from the NED University of Engineering & Technology in 2000 and a Master's Degree in Business Administration (Marketing) from Preston Institute of Management Science & Technology in 2003.

Prior to working at the PPP Unit, Mr. M. Sajjad Hussain Gilal has a vast experience of 18 years in the field of Civil Engineering on mega projects like Construction of Lyari Expressway Karachi, Construction of R.O Plants in Karachi, Infrastructural Development Works of DHA Phase VIII Karachi, Infrastructural Development Works of Hakeem Villas at Jinnah Avenue Karachi & Rehabilitation of NHA Super Highway from Nooriabad to Hyderabad.

He has also formerly worked at Sind Local Government Department, Government of Sindh as an Assistant Executive Engineer (Civil) in BPS - 17.

Mr. Haroon Munawar (Assistant Director - Technical)


Mr. Haroon Munawar has been a team member of the PPP Unit since Sep 2016. He has a Bachelor's Degree in Civil Engineering from the Mehran University of Engineering and Technology, Jamshoro. He has also previously worked at SAMI Pharmaceuticals (Pvt.) Ltd.

Previous main Projects where Mr. Haroon Munawar worked include: construction of multi-story warehouse/unit/facility. He was also involved in the construction of United bank Ltd. one of the largest Banks Head Office at I.I Chundrigar Road, Karachi. The Building comprises of 160,000 sq. ft. of commercial space standing at a height of 110 meters. Ahmed Tabba Tower, Arif Builders & Developers, and Karama & Nad-Al-Sheba Building project Dubai U.A.E were also included in his portfolio.

Mr. Osama Bashir Soomro ACCA (Assistant Director - Finance)


Mr. Osama joined the PPP Unit since September 2016. He is responsible for financial modelling and transaction structuring at the PPP Unit. Before joining PPP Unit Mr. Osama have served as Primary Infrastructure Professional at KPMG Infrastructure advisory where he was responsible for execution of Infrastructure transactions from pitching to deal closure. He has also served in the capacity of Assistant Manager Finance and Investment at Premier Insurance Limited.

Mr. Osama has extensive experience of preparing and reviewing project finance Financial Models. He is an ACCA Affiliate, CFA level 3 and an MBA. Moreover he is also adjunct faculty member teaching MBA Finance major courses in Iqra University multiple campuses.

Mr. Irfan Rafi Hashmi (Assistant Director - Finance)


A sustainable development professional with expertise in energy and carbon policy, management and renewable energy, Mr. Hashmi is passionate about entrepreneurship within the clean technologies, CSR, international trade & development space. He has worked on projects related to industrial and demand-side energy efficiency, solar technology, water purification, biodiesel, and CDM/Voluntary carbon markets, having consulted/advised clients in the steel, chemical, automotive, and FMCG sectors.

Witnessing a paradigm change in the thinking of policy makers and society in general, about the importance of sustainable development, Irfan has seized the opportunity to play his part in the sustainable economic development of Pakistan, by joining the Government of Sindh's Public Private Partnership Unit in mid-2017.

Mr. Hashmi holds double Masters Degrees, an MBA (Finance) from the Institute of Business Administration, and an MSc (Carbon Management) from the University of Edinburgh. His unique multidisciplinary skill set and work experience is sure to add strength to Sindh province's PPP regime.

Mr. Aazir Aftab (Assistant Director - Finance)


Mr. Aftab has been a team member of the PPP Unit since July 2017. He has a Bachelor's Degree from the University of Nottingham in Finance, Accounts and Management, a Master's Degree from Aston University in Investment Analysis and is currently persuing the CFA designation. Prior to working at the PPP Unit, Mr. Aftab was a Senior Associate at KPMG's Transaction Advisory Services as a dedicated resource for Infrastructure Advisory. He has also previously worked at Ernst & Young and Citibank.

Mr. Aftab is experienced in bid management, financial modelling, feasibility studies and research.

Mr. Haris Ali (Assistant Director - Finance)


Mr. Haris Ali assists the PPP Unit in transaction advisory and negotiations with stakeholders. Before joining the PPP Unit, he was associated with Tundra Fonder AB, a Swedish asset manager, where he headed their macroeconomic research and financial sector investments. He has been previously associated in various research and portfolio management roles with Sindh Provident & Pension Fund and AKD Investments.

Mr. Haris is an ACCA Affiliate and is currently pursuing his MBA Degree from IBA Karachi.

Mr. Farhan Ahmed Ansari (IT Specialist - Information Technology)


Mr. Ansari has joined PPP Unit since October 2017. He is a graduate from Karachi University. He has an Oracle Certified Profesional (OCP) Participation from Ora-Tech Karachi and Diploma in Computer Science (DCS) from Petroman Institute of Computer Science Karachi.

Prior to his joining PPP Unit, Mr. Ansari was associated with "JS Investments Limited" as a Developer / Senior Manager IT. Previously, he had worked with KASB Funds, Askari Investments Management Limited, Crosby Asset Management, Taurus Securities Limited and Technology Trade Private Limited. Mr. Ansari has overall experience of 17 years in the brokerage and AMC industry.

Mr. Ansari has an experience in development and implementation of AMCs MIS related modules and process automation. Mr. Ansari is a good team member and a valuable resource for the PPP Unit.
