BRTS Green Line & Orange Line (Bus Operations) - BRTG

PROJECT BRIEF

Following retendering, two parties submitted proposals:
a. Daewoo Pakistan Bus Services
b. Consortium of Crown Transport, Rehman Coach, Muzaffar coach

The bids have been evaluated by the department with assistance from transaction advisors and PPP Unit. In accordance with provisions of RFP and SPPR Rules, TFEC asked the bidders to give presentation to the TFEC for elaboration of their understanding of the project, their work methodology and elaboration of the technical proposals.

Both of the bidders were announced technically qualified on 13 Nov, 2017 and financial bids were opened.

PROJECT DESCRIPTION

A detailed Karachi Transportation Improvement Project (KTIP) has been completed by Japan International Cooperation Agency (JICA) led team. Based on a comprehensive study, the plan integrates roads and Mass Transit related project into Transport Master Plan.

JICA funded KTIP study finalized 2 Mass Rapid Transit (MRT) and 6 BRTS lines besides Revitalization of Karachi Circular Railway (KCR) on modern lines. The feasibility and detailed design of BRT Green Line infrastructure project was funded by the Government of Pakistan (GOP) through Karachi Infrastructure Development Company Limited (KIDCL). The BRT Orange Line was initiated under GOS funding through ADP provision.

Overall project route include:
21 km Bus Rapid Transit System ('BRTS') - Green Line ('Green Line') from Surjani Town to Municipal Park.
6.5 km loop operation in Central Business District (CBD) Area starting from Municipal Park - Boulten Market - Penola Street - I I Chundrigarh Road - Jung Press - Shaheen Complex - Sarwar Shaheed Road - Zainab Market - Regal Chowk - Tibet Centre - Municipal Park.
10.2 km Bus Rapid Transit System ('BRTS') - Orange Line ('Orange Line') from TMC Orangi to Nagan Chowrangi under PPP mode.

With the approval of PPP Policy Board, transaction advisors have been hired by Transport & Mass Transit Department (TMTD) to undertake feasibility study, prepare bidding documents and bids evaluation for Bus Operations of BRTS-Green Line and BRTS-Orange Line projects. Following thorough evaluation of the technical bids of consultants, the consortium comprising Haidermota as Legal Consultants, Ernst Young as Financial Consultants and Exponent Engineers as Technical Consultants has been selected as the preferred transaction advisor.

With the assistance of consultants and PPP Unit, TMTD has initiated procurement of bus operator. In response of RFQ, three interested parties submitted prequalification document out of which two bidders prequalified. Subsequently, in response of RFP, only one firm submitted proposal. Considering the significance of the project, TFEC recommended that another attempt may be taken up to encourage competition suggested TMTD to initiate fresh procurement.

Following thorough evaluation of the technical bids, the consortium comprising Haidermota as Legal Consultants, Ernst Young as Financial Consultants and Exponent Engineers as Technical Consultants has been selected as the preferred transaction advisor.

SOCIAL IMPACT OF THE PROJECT

1. This project will contribute to developing sustainable urban transport System in Karachi through the delivery of BRT corridors, focusing on accessibility and people's mobility.
2. It will organize urban growth and public space along the selected corridor through integration of land-use and transport planning, making the city more pleasant to live in, providing a holistic solution for integrated urban mobility, and bearing a demonstration value as no modern mass transit System exists in Ka
