Our Team

The Government of Sindh has established a central PPP Unit in the Finance Department to assist the PPP Policy Board in promotion and development of Public-Private Partnerships in the Province. Besides, the PPP Unit assist government agencies in liaison with consultants, overall procurement process and execution of projects to be undertaken in PPP mode.


PPP Unit now comprises professional staff headed by Director General (DG) PPP Unit. Key functionaries are:

Mr. Assad Zamin (Director General)


Mr. Assad Zamin currently holds the charge of Director General of the Public Private Partnership Unit, Finance Department, Government of Sindh.

Mr. Fahad Ansari (Director - Finance)


Mr. Ansari is an experienced professional with over 18 years’ experience in both local and international financial institutions. He holds an MBA from Manchester Metropolitan University, UK and BSc (HONS) from University of Portsmouth, UK. Mr. Ansari brings extensive experience in the development of infrastructure, special economic zones, IT and food security projects. His understanding of institutional frameworks, regulatory requirements, and intricacies of financial transactions ensures successful achievement of the desired results with a focus on productivity and efficiency.

Mr. Yasir Mumtaz Khokhar (Director - Finance)


Mr. Khokhar is a seasoned professional with a proven track record in Transaction Structuring, Project Financing, and Public-Private Partnership. With over 15 years of experience, he brings extensive expertise in Infrastructure Advisory, Project Development, and Corporate and Investment Banking. His understanding of Procurement, Project Management, Corporate Financing, and Institutional Relationship Management has further enhanced the successful delivery of outcomes. With a passion for creating innovative solutions, Mr. Khokhar is committed to driving impact and delivering value.

Mr. Abrar Khan (Director - Legal)


Mr. Khan is an experienced corporate and commercial lawyer with over 17 years of experience. He has a Master’s Degree in Law along with a Diploma (Corporate Law) from IBA, Karachi. Before joining the PPP Unit, he was a Partner and Head Corporate at Ahmed & Qazi. Mr. Khan has also advised the Ministry of Finance, External Finance Division, on various GoP Ijara Sukuk Transactions including very complex transactions. His expertise spans diverse legal areas including PPPs, USPs, public procurement, project restructuring, laws, rules, and policies drafting. Mr. Khan’s forte includes commercial contracts, project finance, transaction structuring, corporate and investment Banking, mortgage finance, real estate intricacies, debt restructuring, acquisitions, privatization, and Islamic finance transactions.

Engr. Muhammad Sajjad Hussain Gilal (Director - Technical)


Mr. Gilal has a Bachelor's Degree in Civil Engineering from the NED University of Engineering & Technology along with Masters in Business Administration (MBA). He brings with him a vast experience of 15 years as a Civil Engineering. Mr. Gilal was associated with mega projects like Lyari Expressway Karachi, R.O. Plants at Keamari Town in Karachi, and Infrastructural Development Works of DHA Phase VIII Karachi and Hakeem Villas at Jinnah Avenue Karachi & Rehabilitation of NHA Super Highway from Nooriabad to Hyderabad.

Mr. Abeer Jumani (Director Contract Management)


Mr. Jumani is a well-versed lawyer who has consulted with MDBs and iNGOs on an several initiatives focused on promoting social empowerment and wellness through the PPPs. He is also a well-versed member of Sindh High Court Bar Association. Mr. Jumani specializes in Contract Life-cycle Management. His areas of interest include consumer banking and real estate laws.

Mr. Muhammad Sadiq Younus (Director Finance)


Mr. Younus is a seasoned ACCA qualified finance professional with more than 12 years of experience in investment management and project finance. He has consulted for numerous organizations in various industries including one of the biggest conglomerates in Pakistan. He is keen about the financial models, investment portfolios, and institutional investment strategies.

Mr. Muhammad Mustafa Ahmed (Director Legal)


Mr. Ahmed boasts nearly 15 years of diversified experience, garnering valuable insights from both private practice and in-house counsel roles with multiple MDBs. He possesses a Master of Laws (LL.M) in International Commercial Law from Robert Gordon University. Throughout his career, Mr. Ahmed has guided clients across a wide spectrum, including corporate organizations, iNGOs, public sector entities, and international start-ups. His purview encompasses a broad range of general corporate advisory matters, including corporate law, PPPs, public procurement, contract management, and compliance with sector-specific regulations.

Mr. Muhammad Obaid Ali Shah (Director HR)


Mr. Shah is an HR professional with over 10 years of experience in diverse environments. He has a proven track record in HR framework formulation, policy implementation, performance management, and process automation with expertise in centralization, digitization, and enhancing engagement. Mr. Shah is dedicated to driving organizational growth and excellence with a focus on creating a driven, diverse & inclusive culture.

Mr. Haroon Munawar (Assistant Director - Technical)


Mr. Munawar has been with the PPP Unit since 2016. He has a Bachelor's Degree in Civil Engineering. He has an extensive portfolio of both local and international infrastructure projects. Mr. Munawar has been associated with multiple national and multinational organizations across various industries

Mr. Raheel Ahmed (Assistant Director Environment & Social Safeguards)


Mr. Ahmed is Environmental Engineer with over 12 years of experience. He has a Masters of Engineering in Environmental Management. Mr. Ahmed has been associated with various local and international organizations including iNGOs & MDBs working on the implementation of environmental SDGs through public and private sector initiatives. He specializes in implementation and enforcement of Environmental and Social Safeguards (ESSs).

Mr. Farhan Ahmed Ansari (Information Technology Specialist)


Mr. Ansari is an Oracle Certified Professional (OCP) who has been associated with various financial institutions over the course of his career. He has over 17 years of experience in development and implementation of MIS and related modules. Mr. Ansari is enthusiastic about process automation and DBMS Architecture design. He has contributed extensively to the digitization initiatives in the Unit and continues to devise solutions aimed at enhancing data transparency and integrity.

Mr. Muhammad Zubair Jatoi (Assistant Director Finance)


Mr. Jatoi is an accomplished finance professional with a diverse background in finance, investment management, and public-private partnership (PPP) projects. He holds a Master's degree in Management from Istanbul Aydin University (Turkey). Mr. Jatoi has participated in the ERASMUS exchange program at Frankfurt University of Applied Sciences. He has also passed CFA Level 2 exam. Mr. Jatoi boasts over 8 years of expertise having served as Chief Investment Officer at Pak-Oman managing assets in excess of PKR 10 billion. His passion lies in research, investment banking and PPP projects.

Mr. Danish Ahmed (Assistant Director Finance)


Mr. Ahmed carries over 9 years of rich and progressive experience in Investment Banking and Public Private Partnership Projects. He has worked with well-known financial institutions having served in numerous operational and analytical positions. Mr. Ahmed is well versed in fund-raising for startups from local market, angel investors & venture capitalists. He has expertise in Financial Feasibilities, listings at PSX, M&A Valuation, Commercial Papers, Buyback and Transactions Advisory structures.

Ms. Samia Muhammad Omer (Assistant Director Finance)


Ms. Omer is an accomplished professional with a background in investment banking, financial analysis, and research. She has a Master’s in Business Administration from SZABIST. Ms. Omer proficiency in producing insightful financial research summaries analysing macroeconomic sensitivities, and performing risk assessments. She has a proactive approach to data gathering which is demonstrated through her analytical mindset, attention to detail, and excellent communication skills.

Ms. Asma Hussain (Assistant Director Finance)


Ms. Hussain is an experienced finance professional, holding an MBA degree from the University of Karachi, where her exemplary academic performance earned her a scholarship awarded by the Higher Education Commission. She has extensive experience in Credit Administration making her well-versed in the intricate facets of Corporate & Investment Banking. She has been an integral part of the PPP procurement processes, actively contributing to pivotal operations, including conducting thorough feasibility studies, engaging in the selection of Transaction Advisors, and meticulously scrutinizing project prerequisites.
