The Transport & Mass Transit Department, Government of Sindh aims to upgrade the Vehicle Inspection and Certification System in Sindh. In this regard a project has been conceptualized to encourage private sector interest in establishment of VICS exclusively in the Sindh Province. To carry out this project a model of Public Private Partnership has been proposed on Design, Finance, Build, Own, Operate and Transfer (DFBOT) basis. The Transport & Mass Transit Department with assistance of the PPP Unit in this regard is seeking bids for establishment of VICS through a fair and transparent competitive bidding process.
Concession Period of twenty (20) years including one (1) year of design, planning, building, setup and installation period. Two stage two envelope bidding procedure under International Competitive Bidding has been adopted for bidding process. First stage of bidding has been completed. Five Bidders submitted and have qualified the first stage technical evaluation criteria. Second stage bidding process is in final stages and the bidding documents will be circulated amongst first stage technically qualified bidders shortly.
